I was checking things out on me boatay and found crammed inside the openings to my thermostat housing pieces of impeller.                                                                            

1.  I have volvo penta I/O '99 models, outdrives are sx cobras

2.  I was told that I have two impellers per motor, 1 in the foot and 1 on the water pump, I'm assuming that the impeller in the foot is the culprit.

Question: how difficult is it to change an impeller?

You were told wrong. Volvo's DO NOT have impellers in the O/D. Your Raw water pump is on the motor either belt driven, stbd side lower, or on the front of the crank pulley. Fairly common for the impeller vanes to come off and make they way up to the thermostat. need to take it all apart and clean it.

Hey thanks man.  My pump is belt driven on the same circuit as the power steering pump and what not. 

So just that one pump and that one impeller sucks water up through the outdrive and through the motor and then back out of the motor?

That is correct. Not to complicate things, but there is another pump. The circulation pump. That is the belt driven one in the front top of the motor. This is the same as on your car. It circulates the water thru the motor.

You didn't complicate things I'm just a little confoosed, but let me get this right.  When I open my engine box I see two motors, both with visible water pumps on the front with a belt and a pulley.  where would the other one be

I wish I was as good as Tuna Man at cut and pasting. Not sure what motors you have, but assuming they are V6 or V8. The Water circulation pump is right in front of the thermostat on the front of the motor. The Raw water pump is front, lower, stbd side. The water comes from the O/D, thru P/S cooler, if equiped, to the Raw water pump to the thermostat, then Exhaust manifolds and motor. Circulates thru the motor and out thru the manifolds.

I gotcha.  Mine are 4 cyl. and the visible pump is to the side of the t-stat housing.
