does a 9.9 merc outboard need to be winterized in any way

Only if you don't plan on using it for a while. Fuel condtioner, run it for 15 min. disconnect the fuel line and spray fogging oil thru carb before it quits.

What about a 3 stroke Yahmaha 115?

Also can I run this motor with ear muffs on it?

In my opinion the same applies to any outboard.

Yes you can run your motor on hose flusher. I recommend using the rectangle ones instead of round. They cover the intake ports better. With a Yamaha, make sure you have good water pressure.
